Step 1:

Let’s start out by creating a new file. I used a 600×500 pixels canvas set at 72dpi, and I filled my background with black color. Now using the Rounded Rectangle Tool with 20px radius draw a small white rounded rectangle with 148 x17 px dimensions.

Step 2:

Under Layer Style(Layer > Layer Style) add a Drop Shadow and Inner Glow blending options to your small white rounded rectangle layer. Then set the layer’s blending mode to Darken.

Result:

Step 3:

In a new layer draw larger rounded rectangle with #555555 color shade and 149×240 px dimensions. Then cut the top corners of the gray rounded rectangle layer.

Step 4:

Under Layer Style(Layer > Layer Style) add an Inner Glow, Satin, Gradient Overlay and Stroke blending options to your gray rounded rectangle layer.

Result:

Step 5:

In a new layer draw a small black rectangle with 130×10 px dimensions.

Step 6:

Under Layer Style(Layer > Layer Style) add a Drop Shadow, Inner Shadow and Gradient Overlay blending options to the small black rectangle layer.

Result:

Step 7:

Duplicate your small black rectangle layer and stack a bunch of them on the rack design.

Step 8:

Now add a marquee selection around the black rectangle pattern design then go to Edit > Copy Merged. Now go back to Edit > Paste and position the new set of rectangle design just below the original, set the layer’s blending mode to Soft Light.

Step 9:

Add two more set of the black rectangle pattern on the hosting rack.

Step 10:

Create a new layer, using your Pencil Tool with a 1px tip draw a couple of white dots on each side of the rack design.

Step 11:

Here I added more white dots with a lower opacity level on the center design.

Step 12:

In a new layer draw a very small circle with #006A64 color shade on the top center end of the rack design.

Step 13:

Under Layer Style(Layer > Layer Style) add a Drop Shadow, Outer Glow and Gradient Overlay blending options to your very small circle layer.

Result:

Step 14:

In a new layer draw a dark gray rectangle with #0C0C0C color shade and 130 x 11 px dimensions on the top end of the hosting rack design.

Step 15:

Under Layer Style(Layer > Layer Style) add a Gradient Overlay blending option to the dark gray rectangle layer.
